The laws of the city shall extend into the John Steuart Curry Community Center.

The city shall have police regulations governing the community center belonging to the city and the chief of police and law enforcement officers of the city shall have full power to enforce city laws governing the community center and shall maintain order therein.

It shall be unlawful for any person, except duly authorized city employees, to willfully or wantonly remove, injure, tarnish, deface or destroy the community center, or improvement of property of any kind belonging to the community center owned by the city. It is the responsibility of the person who rents and/or reserving the community center for damage occurred during their reserved time. Upon arrival to the community center damage is discovered it is the responsibility of the renter to notify the Mayor, law enforcement officer, or city employee to disclaim the responsibility for the damage.

The person reserving the community center must enter into a contract with specifics on clean up procedures.

(a)   Winchester Community Organizations. The Community Center is available to all Winchester Community Organizations at no charge.

(b)   Reunions and/or Social gatherings. The City requests that a donation be made to help defray the cost of utilities and upkeep of the Community Center.

(c)   Use for Profit. Anyone to use the center for individual or business profit must receive prior consent of the governing body of the City of Winchester. A fee for use of the center will be assessed. The renter must file and pay the appropriate sales tax with the State of Kansas.

(d)   Deposits. Anyone who allows alcohol to be brought and/or served in the community center shall pay a $200.00 security deposit prior to receipt of the keys to the center.

(e)   Phone Calls. It is the responsibility of the renter and/or person reserving the community center to pay all long distance phone calls made from the center during their reserved time.

Should any person fail to comply with the ordinances within this section they shall be punished in accordance with section 1-117.
