The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following: The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labelled on a map of the City of Winchester for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

Any person who operates, accelerates or halts any vehicle upon a public highway, street, or alley within the city in a manner not reasonably necessary for the ordinary use or normal operation thereof, or in such other manner as to indicate a careless or heedless disregard for the rights or the safety of others, or in such a manner as to endanger any person or property is guilty of careless driving.

Every person who shall drive, haul, or transport any engine, tractor or heavy machinery of any kind or character or any house, barn, or heavy building along or across any paved street without properly planking the street, or removing the lugs or cleats from the engine, tractor or machine, shall be deemed guilty of a violation of this code.

All traffic shall proceed in a southerly direction on 5th Street between Main to Poplar.
(a) Angle parking on the east side of the 300 block of Third Street in the city of Winchester, Kansas shall be prohibited.
(b) Parallel parking on the east side of the 300 Block of Third Street in the City of Winchester, Kansas shall be permitted.

The maximum lawful speed on the following segments of streets shall be 20 miles per hour.
(a) On Fourth Street from the alley located between Grasshopper Street and Winchester Street to the alley located between Poplar Street and Main Street.
(b) On Winchester Street between Fourth Street and Fifth Street.
(c) On Fifth Street from Winchester Street to Main Street.
(d) On Main Street from Fifth Street to Fourth Street.
(e) On Fifth Street, a/k/a Old Military Trail, from Main Street to Poplar Street.
(f) 3rd Street from Delaware Street to Poplar Street
(g) 4th Street from Delaware Street to Osage Street
(h) Spruce Street from 7th Street to 4th Street
(i) Osage Street from 7th Street to 4th Street

(a) The designated school zone is:
(1) On Fourth Street between Grasshopper Street and Poplar Street;
(2) On Winchester Street between Fourth Street and Fifth Street;
(3) On Fifth Street between Winchester Street and Main Street; and
(4) Main Street between Fourth Street and Fifth Street.
(b) The limits and times established in this designated school zones shall be the maximum lawful speeds, and no person shall operate a vehicle at a speed in excess of such maximum limits. The maximum lawful speed shall be 20 miles per hour during the hours of 7:00 a.m. to 8:30 a.m. and 3:00 p.m. to 4:30 p.m. on school days when children are present.
