A CHARTER ORDINANCE EXEMPTING THE CITY OF WINCHESTER, KANSAS, FROM THE PROVISIONS OF K.S.A. 15-201, PARAGRAPH ONE ONLY, RELATING TO THE ELECTION OF MAYOR AND COUNCILMEN AND PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT.
Section 1. The City
of Winchester, Kansas, under the authority of Article 12, Section 5 of the
Constitution of the State of Kansas, hereby elects to exempt itself from and to
make inapplicable to it, K.S.A. 15-201, Paragraph One only, as to the election
of a mayor and five councilmen to hold their offices for four years and until
their successors are elected and qualified.
Section 2. A regular
city election shall be held on the first Tuesday in April of each odd numbered
year.
(a) On the first Tuesday in April, 1983, an
election shall be held for mayor and the mayor shall be elected to hold office
for four years and until his successor is elected and qualified.
(b) On the first Tuesday in April, 1983, an
election shall be held for five councilmen, the candidates for councilmen
receiving the highest and second highest number of votes shall be elected for
four years, and until their successors are elected and qualified, and the
candidates receiving the third, fourth and fifth highest number of votes shall
be elected for two years and until their successors are elected and qualified.
(c) At the election in 1985 three councilmen
shall be elected for four years terms as their respective terms expire.
(d) At the election in 1987 a mayor and two
councilmen shall be elected for four year terms as their respective terms
expire.
